	Frank Tota is the founder and Senior Director of Arcturus Capital. For more than a decade, he has managed alternative asset funds in both the venture capital and hedge fund industries. Over the past four years, Mr. Tota has worked closely with HRL Laboratories and other leading research facilities to develop and commercialize new technologies in Southern California. He has served as a Director of seven venture-stage companies, including technology development company X-Laboratories (acquired by Girvan) and specialty materials and chemicals company Yulex Corporation. Prior to founding Arcturus Capital, Mr. Tota co-founded the quantitative hedge fund Spark, L.P. Spark was established to develop proprietary computer networks and software systems to analyze global financial and economic data and exploit undiscovered market patterns. Ten years later, the firm continues to pioneer research in the financial application of advanced non-linear algorithms, and its ten-year track record places it in the top decile of all hedge funds. Mr. Tota is actively involved in the scientific and academic communities. His current and recent service includes the Review Committee of the State of California's Technology Investment Partnership (CalTIP), the Strategic Advisory Board for Pepperdine University's Center for Entrepreneurship and Technology Law, the Membership Committee of the Associates of the California Institute of Technology (Caltech), and the Schools Committee of Southern California for Harvard College. Mr. Tota also serves as a Proprietor of the Redwood Library and Athenaeum, the oldest lending library in America. Mr. Tota is a current or recent member of the Academy of Economics and Finance, the Association for Investment Management and Research, the British Association for the Advancement of Science, the Econometric Society, the Los Angeles Society of Financial Analysts, and the Royal Economic Society. He is the recipient of more than 100 scientific and academic awards and holds a Masters Degree in Literature and a Post-Graduate Diploma in Development Economics. He is an honors graduate of Harvard College.
